Minutes of Previous Meeting : minutes of the meeting 10/04/06 were accepted after G. Smith pointed out he had the wrong date on them!.

Matters Arising :

Play Park : The school are also planning upgrading their play facilities but any joint funding initiative would require the facilities to be publicly accessible. There is a meeting set for 13/06/06 with the school and council to discuss this along with concerns that a set of swings are likely to be removed from the playpark.

Twinning : The youth football team (9yr olds) came over from France and their trip went very well with an under-10’s game at Duffus Park in Cupar ending in a 3-3 draw!  After which the teams exchanged t-shirts. They also went along to the soccer 7’s Sunday training which was run that week by a coach from East Fife. The visiting delegation had a good impression of this area and a return match has been discussed, arrangements for which are now underway. Various organisations from the area were invited to a meeting with members of the French Committee however there was a very poor response of 6 out of 40 invited groups being represented.

Elmwood College have suggested a summer school for the French this summer.

Toll Junction (BEAR) : A letter has just been received from BEAR basically confirming their intentions to alter the Toll junction into a staggered junction with a ghost island along with other lineage and sightline improvements.

This response appears to have totally ignored the feelings and concerns expressed by the Community Council and those present at this meeting unanimously agreed that the junction would be safer left as it is.
The CC are to respond with this comment.
A copy of the letter is to be distributed with these minutes

Paths Network  :  Paths from Letham Farm past Cunnoquhie through to Fernie have now been

created thanks to Henry Hutchison with a gateway at the main road now complete. Signage is
ready for the path.

5.         Treasurer’s Report :
The account balance stands at £758.03 which now includes the Floral Enhancement Grant.

      Planning :

Trimlans Proposal : this application has now gone to the Scottish Executive under appeal.
Mountcastle Quarry : see item 10

7.         Best Kept Village / Grant
The beds at the front of the Hall are ready for planting along with the various tubs. There has been no date as yet for the Best Kept Village judging. Fife Council (Jim Houghton) to be contacted for a date.
Help was also requested for watering the various tubs over the summer months – any volunteers should contact Juliet Gordon.

8.         Village Hall
Fife Council has listed the application from the Hall for part-funding of disabled toilet facilities for recommendation. Due to go to full Committee within the next couple of weeks.  The meeting were reminded of the 50th birthday celebrations due for Sunday 25th June.

9.         Jimmy Stewart Memorial
After a ridiculous and very lengthy wait in the Bank of Scotland in Cupar (where the CC banks), a bank account has been set up for people to make donations towards this appeal. However the CC STILL have not received confirmation of account number etc – this will be issued when available!!!
(details now available :  Jimmy Stewart Memorial Fund
bank sort code  11-45-89            Account Number  00033021)

Plan is to have a new seat at the Well Tree in the village. Donald Dallas has a photograph showing how the original seat looked and this could be used for reference. The seat that is currently there could possibly be put along the footpath to Cunnoquhie?

10.        Mountcastle Quarry / Hanson
A 4-page email had been received this evening just prior to the meeting from Walter Pedriali in school Brae. In the letter he raises a number of what he feels are serious concerns regarding the proposals submitted by Hanson.
These include :
Plant machinery for extraction being visible
Insufficient screening of the extraction areas, relevence also to dust/noise levels
Concerns over the area restoration after extraction is complete
Approach Wood sacrifice in favour of Beech Avenue???

It was suggested that these concerns should be raised by Mr Pedriali directly with Hanson

There were no comments from the floor regarding the Hanson Proposals.

11.        Questions for Cllr Arbuckle
Cllr Arbuckle reported four issues :

Proposed 20mph speed limit around the school not likely until nearer the end of the year. Again it was stated that it is hoped that the 20mph area would cover the whole village rather than just School Brae.

Grit Bins – scheduled to be removed from Bow of Fife and one on the back road to Collessie, however Cllr Arbuckle has requested they remain where they are.

Council Depot – School Brae.  Likely to come onto the market for sale as the Council have been unable to let it

The Education Inspectorate report on Letham Primary is due to be published within the next week
