Minutes of meeting 10th October 2005

4. Treasurer’s Report
Current Bank Balance in Treasurer’s Account stood at £359.89 This amount included the recent Community Council grant from Fife Region of £257.42.
However there are still outstanding cheques amounting to £91.10. Actual balance is £268.79.
5. Matters Arising:
- Twinning: There will be a private visit by 4 members of the committee to Sainte Ménehould at the beginning of November. At that time it is hoped that there will be some discussions around the proposed visit by the young footballers, seniors, contact with the schools and other organisations. The progress is slow but there is a definite move for the football to come in April 2006. The Guide’s accommodation at Logie has been booked for 21st- 24th April. More information after the visit is complete.
- Letham Toll: Nothing to report. Request from the Chair for members of the community to put information and/or pictures onto the Letham web site or perhaps pass them to David Hamilton for inclusion. If this is done then the observations can be used in any debate with BEAR and Scottish Office.
- Monimail Triangle: New seat still not in place. The installation had been left with Colin Gilbert to follow up. Andrew Arbuckle agreed too speak to Colin on the community’s behalf.
- Play Park: No progress due to holidays.
- Community Council Area Map: Has not yet been received for display.
6. Planning Report:
- Planning Report: Latest report will not be published until January / February 2006 due to the volume of response to the draft plan earlier in the year.
Nothing is yet known about any further developments for the proposed
affordable housing on The Row. This should be part of the published revised
plan.
As was stated in the previous minutes there is a policy of “affordable
housing” in general for the whole of Fife. Affordable housing includes
those built by Housing Associations, shared ownership and low cost.
7. BEAR proposal: Footpath to Ladybank
The meeting considered that the money would be better spent on upgrading the Toll junction.
Another suggestion put forward was a proposal for the footpath to Fernie to be upgraded or a new one installed away from the road edge.
Still outstanding was the repositioning of the bus shelter on the main road.
8. Letham Village Hall Update:
The disabled ramp is almost complete. It has to be harled or faced and Willy Fenton will be erecting the protective railings shortly.
The next fund raising functions are a Halloween Dance on 21st October, an Antiques Road Show in November and a Wine Tasting on 10th December..
The Hall Committee is looking for new improvement grants and applications
are be made in due course.
9. Best Kept Village/Floral Enhancement :
Floral grants to
be reapplied for by the 14th October. Grant will be approved by the
end of December and will be paid in April 2006, (Fife
Council’s new financial year).
New beds are to be created in front of the hall. Help received from Jimmy,
Louise and David.
10. Questions for Councillor Arbuckle: Cllr Arbuckle had nothing to report.
- School Brae: Question was raised as to why School Brae was not getting a higher gritting priority. Andrew could not understand why this was not happening as this was Fife policy. Policy is directly available on the Fife Direct Web site. Andrew will check the situation.
- Monimail Road Visibility: Mr Grant asked what was happening about the overhanging branches on the Collessie Road as it appears that the cutting stops with Letham. Andrew said that the cutting was normally done during the growing season but he will make further enquiries.
- School Sign: There had been a previous indication that a school sign would be put up on the A92. What is the current situation? Andrew indicated that it is in the plans and will report back to the next meeting on the progress.
11. Any Other Business
- Dog Fouling: Two complaints had been received by the committee council relating to fouling at the Christie’s house and frontage area close to where the Courier leaves the daily newspaper for collection. Situation to be referred to the Dog Warden to review.
- Shrubbery opposite the Telephone Exchange: Overgrowing the road and limiting visibility. John Vaughan and Donald Dallas agreed to cut back the whole area as soon as possible. Jimmy Stewart agreed to remove the debris.
- Letham Toll Visibility: Question asked whether the visibility issue had been resolved. No update from BEAR. David Hamilton had sent a further letter to BEAR’s indicating that the position had not improved.
